Randy S. Palomba, CFA

Chief Financial Officer

Randy has over 25 years of financial management experience, covering a wide range of fixed income products including corporate bonds, asset-backed securities, treasuries, government agencies and commercial paper. A founding member of Public Trust Advisors, LLC, he currently serves as Chief Financial Officer and Chief Investment Officer of the firm, responsible for establishing the investment strategies and policies. Randy applies a wide range of expertise to asset management for local government investment pools. For over 20 years he has been the portfolio manager for COLOTRUST, Colorado’s premier municipal investment program, and served as lead manager on numerous Local Government Investment Pools (LGIPs) with over $12 billion in assets. As a result of his recognized analytical strengths, Randy was selected to develop, implement and execute investment strategies for a wide array of separately managed accounts for some of the nation’s largest municipal entities. Prior to joining COLOTRUST in 1989, he held various administrative and treasury positions with the City and County of Denver. Randy holds a Bachelor of Arts (BA) from Western State College and the designation of Chartered Financial Analyst (CFA) through the CFA Institute.
